In the town that I live in, When I bought my car 4.5 years ago, there were no traffic jams. I was able to reach my office in 10 minutes.
However, these days, I am seeing massive traffic jams. Roads are the same but the vehicle has increased.,
It is a warning to smaller town to encourage public transportation or worse will come (like in New Delhi).

Public transit is horrible in Delhi.
If you want to be gang raped and molested and suffocated and robbed and pickpocketed and fall down from overcrowded buses, please take public transit. Your clothes will also be spoiled due to red pan/tobacco stains, grease, body odour.
The buses are never on time and drivers and bus conductors and other commuters are rude, arrogant with no manners and etiquette. Everyday you will have a fight on the bus. You will stand and never get a place to sit.
Delhi Metro is not bad though.
It will not be easy to reduce traffic or pollution in megacities...
What AAP doing is a nice step but it will not success due to people's mood....
India's middle class is growing rapidly , so you will se more wealth and more migration towards big cities... which will end into more populated cities ( population, more cars etc..)
Govt has to step in with hard steps ( which highly possible due to vote bank)
- certain roads no parking spot should allow, limit all parking to all streets with higher parking charge with very limited time park.... Put higher fine -money & punishment is the only thing that scares we human
- But in other hand govt should work to build up small cities with better infrastructure, transport facilities, job creation ... create about 10 cities 2-3 hrs drive from every mega cities ... ( Modi seems working on it , lets c how far he can go)
- India is not far behind than china in pollution, If we dont act now it will be worse & one day mother nature will has to correct the mistake which will be costly

I have observed Delhi's metamorphosis over the past 20 years ...From a very polluted city where smog used to reign , the gradual Govt efforts have brought in a lot of commendable changes .
a. Subways ( was painful during the construction phased but has worked wonders)
b. CNG Public vehicles and decommissioning of non cng ones.
c. Same for cabs and autos.
d. New flyovers and overhead walkways.
It has been gradual but an visioned development .
People would use public transit if they are provided a good alternative ...Singapore ... where you do not need to walk 2 blocks and auto insurance is sky high (more expensive than vehicles)
So if there's a vision and efforts taken , slowly but they should reveal good results .
I think this is another good step by AAP.

Good thing is that they are open to ideas. As suggested by GG......they are implementing from 8 AM to 8 PM
Tough times ahead of Delhi considering state of public transport but most of people are optimistic and ready to compromise and suffer on an alternate days.

There are many valid questions people have asked on Social Media about this theory. Not sure they have accommodated those situations.
1) What-if someone goes to late night show in Delhi, the car they have taken while going back can't be use while they return. It means effectively they can't use that car.
2) What about folks working in the night shift?
3) There might be many travelling to Delhi from outside and may not have a good public transport and may not have anyone which whom they can car pool. The government may have to setup a car-pool lots just before entering Delhi.
4) What about emergency situations? Like someone is having an attack and need to be taken to hospital and have the vehicle that can't be used?
5) Other than this what other supportive measures are in place? or in pipe-line?
They also need to take care of corrupt practices like people keeping two number plates and swapping them each time they use the vehicle.
The two wheeler are exempt from this one, which is really great and could reduce carbon footprint a lot.
This can also increase some business for Auto-Rikshow wallas. Not sure Car business will go up dramatically, but wealthy people will definitely go for that and at the end on the road you will see the similar amount of vehicles at least from that section of the society.
Have not lived in Delhi for work so don't know about the severity of the issue, but it the issue is only during office hours (or just during morning 6.00 AM till 8.PM), they should not impose this rule during night hours.
Also Car-Pooled vehicles (say 3+ people in the car) irrespective of even-or-odd number plates should be allowed during anything.
Hope Delhi government will not bring another bill to increase car allowances for its MLAs because now they may have to carry two cars.

I think rape cases will go down in Delhi due to this. Most girls are abducted and gang raped in moving cars in Delhi. Then they are thrown off on the side of the road.
With half the number of cars on the road each day, rape cases will also be half.

How do you connect Rape and cars? You are not even talking of buses. Odd comparsion.
