If someone has his landed documents for Canadian residence and need to go to a port of entry , is there someway that he can do a turn around at the legal port requesting not to go to the US but to be turn around to the Canadian port of entry??

Usually a quick visit to the Port of Entry will suffice. No need to cross border.
