Hi
We got our passport from the Buffalo office with the immigration stamp on it. We have now been advised to present our papers at the port of entry.
We are already in Toronto and are planning to go to the Niagara border crossing but wondering if it is necessary to get a US visitor visa or can we just go to the border post and come back from there finishing our business with the Canada border post without crossing over OR needing a US visitor visa.
Any pointers would be greatly appreciated.

You will have to face a US border official. There is no way around it. However, you can clearly explain that you are not intending to enter US, you only want to turn around to "enter" canada for the purpose of processing the I.V. The US officers would probably guide you to turn around and for the most part you would be ok.
Just be prepared to show all your Cdn documents, current non-immigrant status and future Immigrant Visa documents, etc.

Few months back I did a similar thing to return my I-94 to Canadian customs.
I walked thru the Rainbow bridge (into the No-Man's-Land), made a U turn, faced the Canadian customs, returned my US I-94, told him that I just came to return I-94, showed my Canadian PR card and returned back.
Yea, I did'nt went till US border.
Just get out of Canada, and return back and face the Canadian customs.
I recently got my PR in febrauary, 2006 and i live in toronto.I also thought the same, but CIC officers at rainbow bridge, asked me to go to US side and get the "refusal letter" from US side. They said they cannot complete the landing formalities without a letter from US side and also said that a person has to physically exit canada to get the formalities completed.
I went to teh US side and the US guys gave me "refusal of entry letter".There is no way, you can turn around the raibow bridge halfway and walk towards the canadian side.Even if you do it, you have to show some proof to CIC officers (either a letter or I-94) that you are coming from US side.
