bhavna,

See my post under public services. There is not much of a difference between PIO card and overseas citizenship certificate. It's good to have a PIO card so that u dont have to go for visa. U can get all the benefits such as owning properties etc. Drawback is u cant vote, u cant contest election, u cant hold govt jobs in India.

Why is that a drawback?
The right to vote, contest elections and hold govt. jobs should be the prerogative of Indian citizens only.
How can you give a foreign citizen (NRI) the right to vote in India?

pratickm,

Not all NRIs are foreign citizens. There are Indians who have been in Canada for more than 10 yrs and still hold Indian passport. So u think they are not Indians? They are Indians but residing outside India (NRIs). They have the same rights as Indians in India.

Sure, but then dual citizenship doesn't apply to them, does it?
They are still Indian citizens.
Why would such a person apply for a PIO card anyway?

I was referring to the dual citizenship olicy that the Indian Govt. is currently implementing.

It should only give non-citizens of Indian origin (*including* NRIs who have become citizens of other countries like US/Canada) the right to visit India without a visa, stay for a certain period of time, open bank accounts, start businesses, etc.

There shouldn't be any provisions for them voting, running for public office or applying for govt. jobs.

On a different note....

If a person was a dual Canadian and American citizen, wouldn’t they be allowed to vote in both countries? I can’t see any reason why India’s dual citizenship rules should be any different….
