I am getting only 66 points. Is it advisable to apply?

( I have taken into account all the areas, that is, Qualification 20p , Age 10p, Experience 21p, IELTS results 10p, Adaptability 5p).

I have done my Bachelor (3 yrs degree) by correspondence and also 2 yrs PG Diploma from NIIT a private institution. I don't know whether I will get points for my correspondence Degree and the regular Diploma

My spouse has done Postgraduate Degree in regular, but has no work experience which under NOC. So I will be the principal applicant.

For Language you can get upto 16 points. If your score is less than 7 in IELTS you can try to improve it.
