the question i have in mind is after i land in toronto and get my sin card can i make a permanent move to montreal or no.

Once you land as landed immigrant on canadian soil, you have every right and freedom to live and work anywhere you want in Canada like any other Canadian citizen/resident living in Canada except you can't vote and you can't work in certain federal government jobs that require special security clearance.
