Let me ask you few things here.
- Are you currently on a project ? If not since how long are u on bench?
- How long are you employed with your current employer?
- How long is your current work permit valid ?

I am not sure if any company would transfer your work permit unless there is a project/job for you in sight. since any Company would not like to keep you on bench for nothing.

Transfering process takes 1-2 months maximum, if there are no issues
In some cases it is less than a month.

It is better to look for projects matching your skill set first and then change the employer. Trust me The market is not bad.
