My mother got 4 yrs of visitor’s visa for Canada. Someone told her that she have to go within 3 months after date of visa issue for Canada otherwise she may have problem traveling Canada like if she wants to fly after one year of visa.
This 3 months timeline looks weird idea/law if visa is valid for 4 yrs.
Any experience or advice?
i think it is 6 months not 3 months

Its Six Months of Maximum stay when she enters but her VISA will be valid till the day it says in the visa it is expired in her passport ... the visa validity is 4 yrs she can travel in n out for that period but maximum stay will be not more than 6 months or unless if the visa officer at the time of entering give her less than 6 months then its a different issue....
