Visitor visa expiry

Dear friends:

My parents in India got a visitor visa of 3 months to Canada.
There is expiry date on visa.
Can u please guide me wheather
1. They have to leave canada before expiry date means they can stay in Canada only between issue date and expiry date. ?
2 Or they have to use the visa before expiry date and their stay can be decided by the immigration officer at the port of entry ?

Pls guide. im confused

They need to reach Canada before the expiry of the date. The officer on duty at POE will permit for how long to stay

One more advice...
If my parents don't use visa before the expiry date, will it be easy to obtain visitor visa again second time...
Will there be same process to obtain visa?
What excuses should be given to visa offer for not using visa ?

this can have negative impact on new visa application.
