Hi rockstar,
I had informed at CHC, delhi that I am in Canada .
They informed my parents in India that I should come and get the VISA stamped ( obviously I dont know EXACTLY what CHC rep talked to my parents ) .
what I did is just went to the CHC and they accepted my PP and gave me the VISA next day .

I went personally from here to India to get the VISA stamped because it is not allowed to courier your PP outside the borders of any country .
It is risky to send your PP with somebody else ( my friend asked his liscense to be couriered and it was destroyed by Customs in Canada )

I would say just show up at CHC, if they dont accept ur PP go to a courier company in delhi to deliver your PP to CHC, doesnt make much difference.

another suggestion :
try writing an email to CHC or CIC minister here in Ottawa .
I have no info about what is happening recently .
