Hello:
I was granted a TN Visa for one year in Oct. 2006 at Vancouver Airport to work with a US non-profit for one year. Unfortunately, some of their funding fell through and the job did not last a full year. They did give me sufficient notice to find a new position and I did. So, I have an offer for another one year position. The employer has written a proper letter (same as last year) and I have all my credentials.
My question is: Do they need to see a letter explaning why the other job did not go for a full year?

Not at all, there is no obligation for you to talk (or show) about why the job did not last for 1 year. You should explain only if it is asked.

I am in the US. Hope you are not tired of the trafic jams in LA. I was there 3 weeks ago and surprised to see the traffic at 6:00am!
