I say do not try to go in Govt. hospital in India, If you have normal fever they will tell you by mistake ohh you are very sick may be you have cancer or TB or whatever else..........
Govt. Dr. will tell you
"Do one thing, go these place and meet Dr.XYZ you can get proper treatment 
and give my refrence they will give discount and they will look after for you...I know i am an indian and i love my country very much, but some problem we can not ignore.

From my personal opinion..
If u are in the right field canada is not a bad place ..
Where canada beats a lot of places for me.
1> Free Health care for all..
I know employed ppl end up paying .. but it sure takes the worry of losing a job as well as ur health care..
2> Good public transit in most places
I have never felt the need of a car here. i just rent when i have to go long distances.. Most places are accessible with public transit yes it takes a bit more time.. but i enjoy not having to own a car and paying insurance..
3>A truely immigrant socient..
My office is mostly made up of immigrants and i work for one of the biggest telecom provider..
