one of my friend is on work permit and his permit is going to expire next month end, meanwhile he has also applied for PR and completed medical, so only expecting request for passport in 2/3 months. Question is, whether he is in implied status - can he legally stay(but not work) in Canada after expiry of work permit? - anyone in this situation?

There is no \"implied status\" provisions and incase your friend's Work Permit is expring before he gets his permanent resident status, he should apply to CIC to get his status changed from a foreign worker to as a visitor. This application, according to CIC, must be filed atleast 45 days before the expiry of the Work permit. The relevant form is -
Application to Change Conditions, Extend My Stay, or Remain in Canada [IMM 1249]
