You did not get the point.
The truth is that there are a series of people who want you to get the funding for the course.
The list that I know is the following :
1. Insitute owners of institutes want to charge the govt. $ 15,000 for a $9,000 course if paid by cash or $ 10,500 course paid by credit card.
2. The govt. who wants to approve right, left and center so that they can show to the people that they sent these many people for training and hence put an end to the recession.
3. The resume coaching preparers who want to coach you fancy ideas (when there are no jobs) to get money for that from the govt.
4. The person who wants to summerize your weakness so that he can get paid by the govt.
5. The person who writes a report to the govt. asking them to approve funds for the individual so that he can be paid by the govt.
6. and then at last is the honest individual who came to Canada 7 years ago and slogged for the employer taking bare min. wages, who left his happiness, pleace and joy but struggled 12 hours a day, 7 days a week on his job. the person who was fired for talking against racism / non compliance to ESA 2000. This person was forced by the 5 people listed above to change his resume, and take a course to change his profession so that the 5 can be profited. the sixth person (me) thinks that MAY BE if I take the course, I may be able to find a better job.

Hope your now understand. Sometimes, you are forced to go with the flow , market situations.

can you elaborate what you mean by VPI and MTCU person?

Apart from Ontario skills development and Second Career what are the other options available to one?

Depends on the area that you are in, VPI and the MTCU person approving the course. It depends on how you present your budget and what your expenses are. VPI is the best person to advice you as they know from previous experience as to exactly what you will get. Most of the time they are usually right.

Your VPI person will guide you in that. Note that Ontario skills development will fund upgrading your EXISTING skills only and not new skills. It is up to you to show that your Dental hygenist course is a upgrade of what you have learnt or what your have experience in.

You need to get a quotation from a daycare and attach. If your child is already in daycare, then may be your can provide bills. It is then the choice of MTCU to approve you for daycare or not. all depends on your budget and how you talk when your MTCU councellor calls you on the phone and asks why he should give you the daycare costs

Your VPI counsellor will advise you better as they know all the tricks and tips.

Note :
1. if you are in mississauga, then try to take the course in Toronto. Then they have to pay you for 2 bus monthly buspasses ($180 a month value)/ or give you gas milage at $ 0.15 a km. If they approve you for car, then you can ask for parking @ $ 8 a day.

VPI Inc is the agency that the Ontario Govt. has hired to present our case to the Govt. for funding. So VPI Inc will ask us to select the course and ask for reasons why we selected the course and will advise us of tips and tricks to modify our resume so that we get govt. funding. Remember that they get paid when we are funded by the govt. and so they will go to any length to help us. VPI Inc is only for the mississauga region. Otehr regions have other agencies.

MTCU is the ministry of Training, colleges and universities , A govt. of Ontario dept. They fund the training fee, pay us living allowances, Daycare charges, Petrol and parking charges, food allowance, book allowance, etc... from the EI fund. They are very selctive as to whom they will fund and with what amount of money by the documentation that we provide. some times we get some very god fearing people who will help us with a lot of money and sometimes we get misers who look to approve only very little money.

Ontario works (social assistance) is the next option to OSD and SD. However Ontario works have their own entry requirements to the program.
