One observation...
The reason this is so rampant is because there is no so called regulatory body that oversees the profession of IT (and rightly so) in Canada and hence there is no registration/ approvals/ credentials, etc. that need to be obtained from these bodies to work in this profession. This is a GOOD thing.
Any wonder why is it that you do not have professionals from the following fields start working in their chosen field once they land in Canada:
- Doctors
- Dentists
- Dental hygienists
- Real Estate agents
- Mortgage agents
- Financial advisors
- Plumbers
- Electricians
- Many others that I am not aware of...
The common thread I see is that they are regulated and hence create an artificial barrier for entry for the PRs.

Using the same logic as some posts here, a case can be made that the entire point system immigration(through which most of us came here) was/is one big scam.
There never was any shortage for engineers/accountants/architects/programmers in Canada, yet it somehow appeared in the list of professions facing shortage in manpower.
So why just pick on work permits, lets open the whole can of worms to the Canadian public. Come to think about it, they already know all of this.
Further, Immigration Canada is not like some exclusive club in India where you blackball members who don't dress properly or eat in a particular way. Sometimes people are let into the country through different immigration routes based on current prevailing factors. There will always be grey areas.

Well said. These regulatory bodies not only create barriers for immigrants but for all consumers in Canada by driving up the prices. Further, they have gone from basic task of certification and professional development to becoming monopolistic guilds that regulate membership numbers in order to drive up demand artificailly.
IT is different. It is easy for corporates to simply hasten movement of jobs overseas if artificial barriers are erected(it already is, but will happen even faster if barriers are erected). High end IT work cannot be threatened by $5/hr consultants. Wages still make up a small component of overall oveheads for corporates. They don't mind paying money for good quality IT work.
