The 10 years start from the day, they became Permanent Residents. Not from the day you you filed the sponsorship application.
So if you applied for sponsorship in 2010, but they actually landed in 2012 and became PR in 2012, 10 years will start from 2012 .
As long as they have maintained their PR and have not been absent from Canada for more than 6 months at a time, you will have no issues. Don't worry about their temporary absence from Canada, when they visited India. If they have been filing a tax return for each of those 10 years, ( even if its Zero income ), that's even better.
Most senior parents spend close to 6 months in India ( especially during winter ) and 6 months in Canada, and they are still eligible for OAS & GIS, as long as they have reached 65 years and have resided 10 years in Canada.
Your Parents MUST maintain a residence in Canada, (At least an address) right through the year, EACH year. They will also ask a few questions for which you must have ready answers and will have to respond back with in 90 days of asking. Please see the questionaire. They are cagey and prepare to answer all of the questions ahead of filing the application.
