My mother lives in Malaysia and her PR card expired in May 08. She has only 630 days of physical presence in Canada in the last 5 years. She would like to come back to Canada to resume her PR. What are the information she needs to provide if she's trying to secure the travel document under the compassionate and humanitarian grounds?
I have 2 kids and I need her help in caring for them once I return back to work from mat leave. My baby has severe dairy allergy and I don't want to send him to daycare and would like my mom to help me in caring for them.
Would something like this be sufficient for her appeal?

It is an obligation on your Mother's part to fulfill the requirements as specified. Should complete a minimum of 730 days out of five years, to request for a renewal. Also you can try and ask them to consider that on humanitarian grounds. {If there was a landslide or a Pinatubo or any similar natural calamity that prevented her from leaving Malaysia. It has to be a good reason. Don't say that she was sick.}
For the Milk allergy, you should take the child to a Doctor and get the advice from them. If you want your Mom to come and help, you will have to wait till she comes down and it may take some time. Alternately, if you have no problem, you can take them to Malaysia and let her look after them there till such a time they all can travel together here.
You can try all of the avenues that are available to you to get her in. Also can contact your MP and see if he can help you.
