My family has to decide between going in for a PIO or an OCI but we are not sure what the ramifications of deciding one way or the other are. Any advice on the issue will be appreciated.

I still have one couple of more questions though, so if I go for OCI, is entry into any country problematic? So if i am applying for a visa to go to a European country, for example, do I have to declare my dual citizenship each time or just say Canadian citizen? What kind of document do I as an an OCI (Is it an Indian passport?)

India does not recognize dual citizenship. PIO and OCI are at best long term/lifelong visas to go back to India.
For most of the European countries, you do not require visa to visit if you are Canadian citizen. Check the http://www.voyage.gc.ca/countries_pays/menu-eng.asp to see if a visa is required.
