If this is the case than everyone should get OCI for kids instead of PIO.
I believe there are lot of people including me who got PIO for kids to avoid the renewal of the OCI with passport renewal.

The rule is:
1. If you get a OCI before turning 18, you have to get it renewed on turning 18.
2. If you get a OCI after turning 18, but before turning 50, you have to renew it on turning 50
As per Indian rules, one can travel with OCI sticker on the old passport, but some airlines are not aware about it. I have personally had an experience where my friend was allowed to board KLM at Toronto but at Amsterdam she was not allowed to board the Delhi bound flight even though she was in transit. She had to go to the Indian Embassy in Amsterdam and get a "Tatkal" visa and was able to board the flight only on next day. The Indian High Commission has taken up the case with Dutch authorities but that was 6 months ago and I do not know the present status.
I have visited the High Commission in Toronto and the concerned officer has confirmed that I have to get a new sticker since I had taken OCI before turning 50. VFS has confirmed the rule and had actually taken my application but it was missing my wife's passport copy (so silly.......why do they need that for sticker renewal?) so returned it to me. The application has similar process as the original one, except that the fee is I think only $20 for renewal.
The OCI officer has confirmed the rule of changing the sticker (whether old or the same passport) on change of age brackets and said that the immigration officer has a right to stop you if your sticker is not renewed on change of age bracket.

The fact that KLM refused boarding is exactly what makes me apprehensive about traveling with both old and new passports. Airlines and their staff make their own rules sometimes.

3. OCI registration certificate and visa have got to be re-issued by availing this service, each time a new passport is issued up to the completion of 20 years of age and once after completing 50 years of age.

I am not sure how people are travelling without renewing OCI on kids new passport. How does this work?

VALIDITY OF PIO CARD
The PIO Card is valid for travelling to India for a period of 15 years from the date of issue, provided the holder carries a valid passport with him. If you get a new Passport issued, have its number endorsed in relevant column of your PIO card (see FAQs below for details). In absence of this, the Immigration Officer at the port of entry in India may deny you entry in India.
WHAT IF I HAVE PIO CARD AND GET A NEW CANADIAN PASSPORT
You must get the number of the new Canadian passport endorsed on your PIO card. This service is not outsourced to the VFS Global. Following are the FAQs in this regard:
1) What documents need to be produced?
You need to have the old Canadian Passport, new Canadian Passport and the PIO card, all in original. All originals will be returned to you.
2) Is it necessary for the PIO card holder to come personally?
He/She need not come personally.
3) Can it be done at VFS office at Montreal or Ottawa?
VFS offices cannot do it. The documents have to come to the High Commission office in Ottawa.
4) Can I apply through post?
Yes you can apply by post. Please send a return pre-paid envelop with your documents.
5) What are the charges and mode of payment?
The charges for endorsing the number of the new Canadian passport on your PIO card are $ 20. If you are sending your papers by post, you may send this amount by way of Bank Draft payable to "High Commission of India, Ottawa". Please let us know on a plain paper your address, phone number and e-mail address, so that we may contact you. If you are coming in person to our office, you can pay by Bank Draft or by cash
I have PIO for my kids. Also, we just got new passport my kids. Do you think we need to endorsing the new passport number on PIO card?
What is better and quick? (Renewing OCI card for kids or Endorsing passport number on PIO card when getting new canadian passport.)
