Yes, they do have a counter at the airport, but you will need to play around with them to get a really good rate. They will generally try to sell you the higher class (if it is available).

since i am planning to visit Indian i need visa.
Here is my experience with CGI.
Since last week i am calling CGI (those 3 telephone # given on website), no luck at all to talk a single representative but i was very impressed by their LUCH TIME message which is alway available around 12.00 - 1.00pm.
Till date nobody call me or never get in touch with them even spend lot of time
on all phone #'s
Problem is if i go to CGI office should i pay by DD or i can use credit card??
It si difficult to prepare DD as my Indian passport is expired in Jan 2008 but not cancellation stamp. I accepted Canadian citizenship in 2005. I never visit Indian than after.
My wife got citizenship in 2002 her passport has cancellation stemp
should i have to pay $20 and penalty?
What about my wife does she required Surrender certificate?
ANY LUCKY PERSON WHO CONTACT CGI BY PHONE.....AND ABLE TO TALK REPRESENTATIVE???
Last but not list...
I mailed all diplomates about my situation but never get replied (May be they are very busy .............

Why so high fees for person who got citizenship after June 1, 2010?
June 1, 2010 onwards - $168.00
It looks like Indian governement is trying to snatch money from foreign citizen.
It is very much baseless. Before June 1, 2010 nothing($20) and after $168.
Every one shoul object to this new rule/move
