People who have obtained OCI have to carry their OCI booklet and the foreign passport with U sticker. I have been told that one has to get the U sticker transferred to the new passport.
However, just read this on CGI website and this gave me a big relief (not because it saved me US$25, but because one is required to ask for this service by first applying to ministry of home affairs in Delhi and then take all the documents to the embassy here):

I just looked at the CGI website for form for surrender certificate. According to this, this certificate is to be issued when one surrenders his passport. Did you have to give your passport?

To obtain a surrender certificate(and not apply for a visa at the same time) do we submit the application to VFS or to the consulate directly?
Also, if we submit it to VFS, do we pay the VFS fee ($21 or whatever it is) + the surrender certificate fee ($168 or $20 depending on the situation) or do we only pay the surrender certificate fee?
