My parents are here (in canada) visting me for a couple of months. They have a Indian password and DO NOT have a PR in Canada.
They would like to visit UK for 1 day and visit one of our relatives on their way back to India.
Is it possible for them to get a UK VISA from Canada given that they DO NOT have a PR and an Indian passport?
They return flight is from a different country but we can change it via London if we can get a visa, otherwise no sense in paying the airline to change flights

My parents were in the exact same situtation and just got their UK visas approved from the consulate. The process is very simple. You will have to submit a seperate visa application for each parent on the link below and pay the applicable fees. Once the forms are submitted and you have the visa app numbers, you will then need to book appointments for both parents (can be at the same time) on the same website.
At the interview, your parents will need to provide documents such as proof of financial support while visiting UK, health insurance etc. etc. The complete list is available on this site. A letter from your relatives in UK will be helpful. ***They don't mention this on the website but they will also ask for a copy of your PR card and Driver's License / proof of address. Please include two copies of the same, one for each paremt ***
The whole process takes about 5-7 business days on an average.
