So my cousin was denied visitor visa to Canada from India a year ago and he is now in USA (visiting family in USA) and we were contemplating applying from Buffalo, NY as they have walk-in service there.
What are the odds of him getting a visa there? I have heard that once home country rejects a visa, embassy in other countries will not generally overrule their decision - is that true? Should he go back to India and apply from there with better papers?
Will it really help his case if I get all my papers notarized? Will sponsorship alone help or just inviting is enough if he has enough finances/ties to show?

He can very well apply from Buffalo, NY they might ask him as to why he did not apply from India. He can say he planned to visit canada only after coming to US. He has to prove that he would return back to his country of origin.
He should show all his papers plus your papers since you are the host for him in US.
