One of Quebec’s biggest cities is throwing out the welcome mat to immigrants with a 16-point guide to local values, which range from refraining from bribing officials, killing people for honour, to cooking smelly foods.
The city of Gatineau says its newly released “statement of values” is aimed at helping newcomers integrate. But critics say it infantilizes them and treats immigrants “like they came out of a cave.”

Good one !
Goes on to prove that many non white immigrant receving places still consider that immigrants (non white) are mostly refugees who have left their rotton birth places to be in the good Canada by taking an illegal boat.
How long can we fight to change this attitude?

And as a side note, it does not tell them about the hardships that they will face to find a job and how jobs are so scare in that region and that the prime jobs are reserved for the native borns just b'cos they are white and were born and educated there. There is no equality in Canada for job but they want us to belive and accept that man and woman are equal.
talk about double standards.

Quebec is currently a province of Canada but it is should not be equated with all the other cities you've listed in Canada, certainly its citizens don't want it to be. Benig brown may compound your problems there but when I lived there as a white anglophone I was not welcome (well welcome to study but not to work or participate fully in the community) et je parle francais, mais n'avec pas d'accent francais.
Advising immigrants not to cook smelly food is patronizing, but I have seen it many times before in Canadian Immigrant magazine published by a desi. I found that confusing but I think it was well intentioned. The rare person who goes out smelling like they just cooked must be who they have in mind. Russell Peters has a good joke on this theme about white people smelling like cheese.
