Is it possible to get TN Visa for an IT job without a relevant degree but 8 years of relevant experience?
If No, then is a 1 yr Graduate Diploma from Canada help to fulfill the educational requirement?

It all depends on the title of the job that your employer picks from the approved occupation list. "IT" is a loose and broad title. An exact title from the TN list is required to answer your question. Actually, you can look up the requirements based on that exact title.
