All cheating.
Why would a person from India ever apply for refugee status unless he wants to take the benefits of cdn. citizenship.
India is not cloumbia or Mexico.
I am assuming that this person is a Sri Lankan tamil (along with his family) who came to Tamil nadu after 1983 and was conferred Indian citizenship. He then left and applied for refugee status in Canada. He now wants PIO/OCI to visit his remaining family members in India. (Again I am assuming this based on what generally happens when people ask for OCI/PIO and are rejected. Please excuse if you do not fall in that case.)

many people do illigal activity of using thier skin colour , make fool of relax bordeg security people and claim as indian and move into india for few days before coming back and fly again. I will strongly recommend not to do such things .
