I am here for a year now, i dropped from college here. and I was doing odd jobs but now i want to stay here i heard from a agency that they can convery student visa into work visa is that possible. please advice.

Many students get jobs after studies, and work here on work visa but you dropped out. What agency is promising you conversion? please speak to a reputable consultant
You need a Labor Marker Opinion (LMO) to get a work permit

Strange Question? or may be incomplete info or leaving for us to imagine rest of the things in your mind.
if you want to stay here, not able to complete studies and an agency is arranging for a work permit, Take the work permit !! what exactly is the doubt ?

The doubt is that as he dropped out, whether the agency is interested in getting him a job and thus letting him stay in Canada or take the money and not get him a job in CAanda so that he will be double disappointed when he goes to India ultimately

I am not sure OP conveyed it clearly ,
understand the agency will not give anything free, but if he gets a WP stamped on passport (even without on job) where is the harm ? at least he got time to stay and look for a job. I am sure once you have permission to work in Canada, employers will consider you more favorably.
OP never cleared :
- is agency also offering the job or arranging only for WP. if only arranging how ?
- what papers/ experience is making him eligible for WP ?
- how much is the amount agency asking ?
OP seems to be gone into slumber after his initial post , so there is nothing to answer ...
Perhaps he's done the right/smart thing and returned to India
