The microwave itself is neither hot nor does not it radiate heat. It only causes high frequency oscillations and that too only in water molecules. Any substance that does not have water molecules in it remains unaffected by the microwaves. The paper towels are thus "immune" to microwaves and nothing will "leak" it from it into the food.
