Pick up yellow pages and look for insurance companies.
Get some quotes if they provide the "Visitors to Canada" travel insurance plan.
About 4/5 years back, I had bought this type of "Visitor to Canada travel insurance" for someone.
If my memory serves me right, i had paid like 700$ for 6 months. That was like 4$/day. I had bought it from a Foreign exchange counter (thomas cook, or some other) at the airport, right after the person landed.
I think there was some kind of clause which stated that you had to buy this type of insurance within a day or two or something like that after the person landed. Otherwise, you couldnt buy it after.
Later i had learnt that "Blue Cross" was giving better rates.
Here's a link for a quick online quote from Blue Cross:
http://www.bluecross.ca/travelinsurance.html#VisitorsToCanada, Or
https://www.useblue.com/asp/secure/faqs.asp
( On the 1st screen, Make sure you select your place of residence as Outside of Canada, and then on the 2nd screen, select the province the visitor will visit)
Do get quotes from other insurance companies as well.
On the other hand, they could buy travel insurances from Insurance comapines in India before they travel. In such a scenario, They might be required to give some kind medical tests. Or, they could probably buy a travel insurance from a Foreign Exchange counter at the Indian airport on their departure day.
Do some research. Get the quotes. Figure out if medical tests are required to establish the eligibility. Find out what is covered and what is not. KNOWLEDGE IS POWER.
Good luck...

Before buying any coverage please read the fine print. Some companies which give very attractive quotes put many limitations and conditions to the coverage provided.

What can be imagined, can be achieved.
Being an agent myself, I did not get an visitors insurance coverage for my mom.
I feel that you should let your parents come first and see how they feel. If your in-laws are coming in summer then trust me you don't need any coverage. Any policy will be activated only after 48 hrs of you informing the company.
All the money that the company charges is just a rip off. If you go for any claim, they would prove that this is related to some pre-existing condition.
Rest is upto you
sanrs
at least it covers you in a road accident or any other emergency ..
