It is 10% not 10KMH and these guys are very strict if it is 50KM district, because of School Zone or Senior Residences etc.

Try overtaking child's imagination
Couple of reasons:
a) School/seniors zone
b) ZERO TOLERANCE policy on those days.
c) Its month end, and the cop didnt meet his targets

Last time my policy was up for renewal, and i was shopping around, they did ask me if i had traffic tickets...

And if we dont loose no points, but get a ticket, Can they find out? How?

It depends on area,
Midland Road, There is a Senior School - South of Lawrence and North of Eglinton is 50KM not 40KM
Don Mills Road - North of Fairview Mall drive and South of Vanhorne - 50KM, Senior and Junior School are there.
