You have gone on vacations with an intention to come back. We are taking about a case where somebody does not wish to return back and does not want to pay taxes.
They will try and tax you like usual , it is your responisbility to prove that you do not have ties and hence not liable for taxes..

I guess if one does not wish to return back then we have nothing to discuss.

Politically correct: does not want to pay taxes as the person has already paid taxes in the coutnry he worked for that tax year.
->was not in canada for 180 or whatever the # of days one needs to be in canada to pay taxes
Situation: Leaves canada with an intention to return back after working for few years in other country.
e.g. Most likely scenario:
-> Immigrated to canada in the Skilled Worker Category: Software Programmer.
-> Unable to score the desired right job in 3 years (worked on s/w contract assignment, other times worked labor jobs).
-> Paid taxes for 3 years.
-> Gets canadian citizenship.
-> Gets an opportunity to work for few years in India / USA / Singapore.
-> Returns back to Canada after say 3 - 5 years.
Q. What would be the probability, CCRA asking to pay taxes for years worked outside canada-after becoming canadian citizen [even though he has paid taxes in the country he worked]?
Q. What would be the right way to surrender OHIP card and DL with an intention to return back after working for few years in other country?

CRA would ask to file the missing tax returns. Now it is your turn to prove and satisfy CRA not to be taxed based on your situation.
Q. What would be the right way to surrender OHIP card and DL with an intention to return back after working for few years in other country?
Call the issuing offices and let them know about your intention.

We are taking about a case where somebody does not wish to return back and does not want to pay taxes.
-- How does CRA know of your intention. You have to file departing taxes and call your bank and tell them you are non resident , so that they can withold NR taxes. Also cancel your provincial medical etc ..
Q. What would be the probability, CCRA asking to pay taxes for years worked outside canada-after becoming canadian citizen [even though he has paid taxes in the country he worked]?
-- CRA does not care if you paid taxes to a 3rd country or not, If you are deemed resident you ought to pay taxes to canada
Q. What would be the right way to surrender OHIP card and DL with an intention to return back after working for few years in other country?
--why keep them if you do not need them and inform the OHIP etc about it ..
