This happened to me today at the indian embassy.
I wanted to get a PIO card for my infant daughter who is traveling on the 24th of dec. to india with me. the website says 1 week is the time reqd..
I got a token at 9:15 am today. the office opens at 9:30 am. my number was 88. at 10:45 my turn came. the lady said that all PIO's for infants has to be routed through an officer. the officer said that he wants 2 left hand thumb impression of the child on the signature column (this is not mentioned in the website). he also said that the lamination machine for PIO card was broken and they did not kjnow when it will be fixed. he advised me to take a visa this time. so i took the visa number . my number was 288. (at that time 116 was in progress). my turn came at 1:20 pm. my application was taken. the visa for infants donot need thumb impression.

Did they offer the visa at no charge, or made you pay for it, and subsequently you'll have to pay for the PIO card too.

Why go for PIO card when u can apply for OCI

I paid $100 for the 1 year Visa. Will have to pay $240 or $280 when i get PIO card later next year. The info. was meant to inform desi's who go to get PIO cards for new borns as most of them will not take the new borns to the counsulate (due to cold weather and long waiting time) but yet be turned away from the counsulate since the website does not talk about thumb impression (left thumb for girls, donot know abt. boys). I know of 2 people turned back the same day for this reason.
There was no free visa in leiu of PIO card.

if you see the indian embassy , toronto website, it still says that OCI is suspened as of date. Also info. about OCI is not mentioned in the notice board of the consulate and so i donot think that they have started giving OCI in Toronto yet. The website states that visa application can be submitted and got (every tuesday for a limited period) in Brampton (which means that they modified the site recently).
In your link i found that OCI is functional from 2/12/2005. God know when it will be implemented in Toronto and anyways this OCI will have some twists and turns which will make people to make 2 or 3 trips to the consulate.
(FYI , i met a woman in the indian consulate who told me that she was ringing up the consulate for many days but no one answered it. so she came straight to the consulate. she had called the number on the website. they may have changed the number or it would be just another show of govt. bureacracy and indifference.)

I called the High Commissioner’s office in Ottawa abt their accepting applications for OCI. I was told that it could start next month, but did not give definite date.
