If my parents live in Punjab, can they send their application for visitor visa to Delhi office?

Yes there are fees associated with the immigration consultant, but she does a great job. Her solutions are tailor made, depending on various factors and the reasons cited for the rejection.
It appears as though just sending the papers mentioned on the CIC website is enough. That in fact is misleading. There's much more to getting to a visa.

Hello everyone,
I'm feeling depressed today as my fathers visitor visa got rejected today.I'm not sure if I was lacking somewhere in papers or funds or sufficient time in canada.
can anyone shed some light..
I landed in April'05 and submitted my Tax return for Gross $19,000 for last year.Had submitted a job letter with $43,000 gross and permanent job.
I also gave $11,200 as bank balance and my father gave Rs 1.6 lac as funds proof.
My father is not in full time job and had only Rs 40,000/annum income tax return and his age is 61 now.
And my mother wasnt coming. even then they rejected the visa.
What should i do? I'm devastated ...

Someone suggested me to contact my MP (Federal). I live in Markham and our MP is John McClum ...I sent him a fax explaining the situation. Next day, I got a call from his Assistant and she asked me to give her copies of all the documents that they had presented in Delhi for Visiors Visa and also the File Number, that is mentioned on the Rejection Letter. I gave her all fax copies and then she contacted Ottawa Office with MP's recommendation letter. And to my surprise, next day my parents got a phone call from Consultate in Delhi to bring their passports and collect the visa
Thanks to my MP's Assistant but she pulled this off litteraly in 48 hrs. I had never imagined politicians can work that fast !
After this I had told this idea to three families that I know off, whose Parents' Visa was rejected and two of them got the visa on MP's recommendation.
So all those who are going thru' this phase, should contact their local MP's as last resort.
does anyone know what kind of search does visa officer (imigraiton department) does on the person who is sending invitation letter from Canada?
I dont believe they do a whole lot since most of the time you get reply for visitor visa with in a week (depending on which office you applied to).
My whole point is that anyone can send an invitation letter to anyone saying that this person is my mother/father, correct? ( they dont ask for any proof of relation to the person sending invitation letter)
