Mr. Masood, advice needed..Can my sister sponsor her nephew?

My sister is settled in Canada since last 7 years ( she is a citizen ) and has a family of four ( husband and two kids plus herself )
the family annual income is around 40000 $
Can she sponsor her brother's son from India who is 15 year old?
If yes, how much is the processing time approximately?

she can only sponsor if she adopts the nephew.

Adoption is easy but getting visa is hard unless they can show adoption is genuine and not merely to facilitate the immigration of nephew.

thanks Mr. Masood..i think proving genuine adoption is difficult as the nephew is the only son of his parents and the parents are quite well off too.

based on these facts, it'll be hard to convince immigration in New Delhi.
