From what I understand, any license plates renewed from and after Sept 1 , monday, will be charged $ 60 per year charge as new tax for personal vehicles. http://www.thestar.com/News/GTA/article/486141

I just renewed my online (way in advance) to save $ 60. http://www.serviceontario.ca." rel="nofollow">LINK

I don't think you are saving $60.00.
You are only saving the interest on the $60.00, coz from what I read sometime back, if you renew in advance, you will be charged the tax anyways, and will need to pay it when you renew next year (or in two years).
By renewing in advance (the way you did), you only avoid paying is NOW.

Here it is.............

http://www.torontosun.com/News/Columnists/Levy_Sue-Ann/2008/08/19/pf-6495971.html

"Deputy city manager and CFO Joe Pennachetti argued the tax is not "retroactive." He said yesterday it was "always" in their reports that everyone who has a permit renewal date from Sept. 1 on would have to pay the $60.

"We knew there would be situations like this (early renewal) and in a case like this it's due the next time you make a payment," he told me, calling these kinds of situations part of a "transition" to a new tax.

He also confirmed that anyone who prepaid (in 2007) for two years, will owe the entire $60 for the second year when they go to renew in 2009. "
