You are right I am going to stop blaming myself and start thinking differently.
Based on suggestions so far, this is what i think i should do:
- go to collusion center and report the facts (my version, as suggested by fido and guptamik) . In this process, i will also find out if he has lodged any complaint. if he has, my statement is not going to work against me. If he has not, then i think i have got a strong case.
- come back and take his car to my guy.
- if he says he doesnt like that guy or place, i will say this is what i can do.
- if my guy finds out that there are more damages to the car than a minor hit can cause, i will tell this guy that you had these damages prior to the hit. so i am not going to have it fixed. do what you can do.
i hope collusion centers do acknowledge reports after a gap of 1 week.

When I had tried to report the accident my son had to collision centre, they flatly refused to register a report when I told them that I do not estimate the damage to be more than $1,000. I told them I wanted to go there and put a report but they said they will not register it.

Sure I will keep you guys posted with all the developments. it was very busy day for me today.
As for going to collision centre, one friend of mine suggested me not to bother. He is in auto insurance, and he said that once this incidence comes onto police books thats enough for insurance people to bump up your premium at the time of renewal, even if you or other party process no claims through insurance.
He said, so if other guy has not gone to cops yet why do you want to bring it on police record.
His argument made sence to me, and i didnot go. though i am very keen to find out if he actually went to the cops, which i cant find out without going to the cops myself.
anyways now plan is for me to go with him to my mechanic this saturday. will let you guys know how it went.

We had recommended that they get a signed and notarized waiver from the guy relieveing them of all future liability before any repairs are made else there shouldn't be any repairs done.
