If your friend is going back to India where FIDO can't provide network/service they have to release your friend from the contract.
Ask your friend to call another rep and in case he/she is denying request that rep to connect to the manager.
I have similar experience with T Mobile (when I moved from US) and also recently with Videotron (moved out of Quebec) and both cases been released from existing contract without any penalty.

What if that friend calls Fido, explain them the situation (again, and again if reqd.) and tell them that he is closing all bank and credit card accounts and leaving this Country, for good, and for ever?
Fido should comeup with some solution. Obviously they won't take the risk of billing someone who doesn't live in this country.
