...how are they charged? local/long distance etc? - assuming on a postpaid connection

They are still toll free...you don't pay anything. BUT...you do spend your daytime minutes from your kitty for the length of the call, assuming you are calling during the daytime. And ofcourse, it doesn't cost you at all if you call during night time or on the weekend, provided you have free nights and unlimited weekends (which most of the plans do)
