its optional, the Canadian citizenship is not necessary for her to get the TD or proceed to get the green card.
if you are Canadian now, you can go ahead and apply for TN (of course you need a job on hand to do that.)

yes but I want her to have her citizenship so we can fall back to Canada if things don't work out in USA. If I migrate now there is a slim chance she may lose her Canadian PR status and hence she wont have PR nor citizen.

You can certainly start doing that now.
Even if you get the approval for your H1, you don't have to start working right away, once you have H1 try to talk with your employer and convince them for you to wait etc.
My point here is once you have H1 approval on hand, you still can't just work right away, the H1 always take effect from October 1, 20xx
So if you apply today and get the approval, you still can't start working for them, you have to wait until October 1.
if you apply next year, then you will wait October 1, 2010 to start working for that employer.
