Anyone applied for surrender certificate or old India passport cancellation at CGI Toronto? There is some information on http://www.cgitoronto.ca/Passport/passpSurrender.html but I would appreciate if anyone who has been through this process recently would kindly share their experiences.
i have been to the consulate to surrender my passport today and they asked me to pay a penalty of 260$ which doesn't make any sense. the website says we need to pay a 20$ fee and it doesn't say anything about penalty. and they suggested if i don't pay the $260 penalty now and surrender the passport i have to pay 2000$ after Aug 1 (OMGGGGGGGGGG). we got our Canadian citizenship in 2005. me and my siblings are traveling to India on Aug 8th. i am so lost with this whole thing.

i mean i don't have a visiting visa yet. i went to apply for one and they are asking me do all this stuff....

however i am confused about the following
"The Mission/Consulates would levy penalty if the Indian passport has not been canceled for more than 3 years, or if it had been utilized to visit India, or any other consular service was obtained after acquiring foreign nationality. The penalty would be in addition to the Renunciation Fee. Contact your nearest mission to find out the exact amount of penalty."

i went to india twice since i got my canadian citizenship in last 5 yrs and they never asked me about my indian passoport. this is just ridiculous. ((
