You apply for the Temporary Resident Visa where the Child is residing. (In the country), you can start the process right here, but you have to submit it in the country where the baby is now currently residing or to the location which services you there. (From Middle East they send it to U.K.)

Canadian High Commission in India, if the baby is now residing there.

There are Visa services' office in a lot of major cities. A visit to them will be well worth your trouble or talk to some one who is working there. It could be within a few weeks. (3). When approved they will stamp and return the PP back to you there. Who ever that is traveling with the baby will also need the travel visa or a PR.
