The stamp paper that an individual buys cannot be handed over to a next person, as the records must show that it was purchased by you on such and such day from a vendor and establish the fact that it was done by you.

There are a lot of wills and testaments have been back dated by the misuse of the stamp papers that were bought by some one else. Hence the procedure.

But there are vendors that will send you the Stamp Paper to you anywhere, if you can provide them with an Indian address and the funds to go with it. So, avail their services. Alternately contact the person to whom you will be mailing it to, for a ONE HUNDRED RUPEE DENOMINATION Stamp Paper and ask them to send it here by speed post. While you are at it, ask them for a format that has to be written in it for documentation. If it gets to be too long for one such stamp paper, (Which it normally does as they are double spaced, ask them for a back up sheet to go with it and a seal of issue stamped on it too.

Just wondering, why would you need stamp paper here. If you are looking to make a will or POA for Indian purposes, you can do it on plain paper and get it attested by Indian High Commission.
