I am also happy that immigration level dropped and is purposeful only, though my reasons to be happy is that it causes less burden on economy, health services and social security infrastruture.
Best way to call immigrants is through student visa and then evaluating them on academics over here to give PR. they are young (immi reqmt no 1), can do odd jobs easily ( immi reqmt no 2), gains qualifications and skills over a period of time (immi reqmt no 3), will have canadian experience (immi remt no 4) and will mix well in society. other benefits being they donot have dependents generally, are not given free health services, nil EI , pay hefty tution fee to boost economy, there visa process is backlog free, thus less immigration hassles.
This is the way to go so good post. Student visa is the best way to get in, employment etc. But what they have done is bring absolutely new people into the system.
My cents and reasons for such decline in 2011..
1. More students instead of immigrant being invited. To keep the immigrant population young govt. is pushing towards the fact that many of these students will be applying for PR after working here for some years. Nevertheless, Flowing Revenue from them also keeps canada interested.
2. With ever changing immigration rules and increase in number of student visas, the chc staff was busy sorting out the new applications and issuing student visas rather than completing old applications.
If you are following the immigration process closely, chc almost stopped processing for applicants who applied dec 2003 and beyond and under new rules post 2008 Feb and even Jun 2010, those applications are under processing, medical etc stage. Thus lot of visas are yet to be issued.
I wonder, if everybody has to land in Toronto and Vancouver and rest of Canada stays empty, then is purpose of immigration served ?
Where will they go?
