I came to know about this company/consultant :

they boast of a lot of things (visit website).
I would like to know if they can really provide such courses.
I feel suspicious due to the following things:
1. They've not mentioned the names of educational institutions. So how do we know that these institutions are the designated ones?
2. They say that one can apply for PR during studies.
3. They provide job offer letters.
4. No requirement for French is mentioned whilst the courses are taught in Quebec.

I've filled their assessment form twice, but there has been no reply from their side.
Their facebook page says that its owner is an Indian guy.

As reported on August 11, 2014, the Quebec Skilled Worker Program (QSWP) has reached the maximum number of applications it will accept for the most recent application cycle. In our mid–August newsletter, we reminded readers who were interested in making an application for the QSWP that the Federal Skilled Worker Program (FSWP) may still be an option for them. For this edition, the focus turns to the possibilities of cap exemption if the applicant is currently working or studying in Quebec and wishes to immigrate to Quebec.
The QSWP cap does not apply to an individual if he or she is a temporary resident of Quebec and eligible to submit an application for a Certificat de selection du Québec (CSQ). A foreign national staying temporarily in Quebec may file an application for a CSQ if:
In the case where the main purpose of the stay is to study, he or she
holds a certificate of acceptance, a study permit or a temporary resident permit;
complies with the conditions of the certificate or permit;
pursues, or has successfully completed, a secondary-level vocational training program of 900 hours or more, a program of full-time college or undergraduate studies of 12 months or more, a graduate specialization or a master’s program or a doctoral program in a Québec educational institution in Québec;
pursues graduate studies or another program whose duration is less than 18 months, has completed half of those studies or, if the other program is 18 months or more, has 12 months or less to complete the program.
In the case where the main purpose of the stay is to work, he or she
holds a certificate of acceptance, a work permit or a temporary resident permit;
complies with the conditions of the certificate or permit;
has been lawfully admitted in the province for a period or consecutive periods totalling at least one year.
In the case where the foreign national participates in a youth exchange program under an international agreement entered into by Quebec or Canada, he or she
holds a work permit and complies with the conditions of the permit;
has been lawfully admitted in the province for a period or consecutive periods totalling at least one year;
holds full-time employment at the time of filing an application, or is a temporary resident within the meaning of the Immigration and Refugee Protection Act and has lost Canadian citizenship.
What This Means For People Working Or Studying In Quebec
The upshot for foreign nationals currently residing legally in Quebec and either working or studying is that they may still be eligible to apply to immigrate to Quebec, even though the cap for the Quebec Skilled Worker Program has been filled. If the individual satisfies the conditions laid out by the provincial government, it may be possible for him or her to immigrate without recourse to another program such as the FSWP. “The immigration landscape across Canada is constantly changing, and Quebec wields more control over immigration than any other province,” said Attorney David Cohen. “Converting students and skilled workers with temporary status into permanent residents clearly remains an important objective, as these are the people who have proven that they can settle into life in Quebec. For potential applicants, these cap exemptions represent an opportunity to move on to the next level and think of Quebec and Canada as their permanent home.”
What This Means For People Living Abroad Wishing To Immigrate To Quebec
New rules regarding the intake of and processing of new applications for the Quebec Skilled Worker Program will come into effect on April 1, 2015. At this time, the Federal Skilled Worker Program remains open.

But the issue is to find out whether CIS Experts offer legitimate programs or not.
Any Desi owing a firm like this is out there to swindle unsuspecting immigrants. Now that they have not replied to your twice filled questionair, there is no other way except to assume that they are not legit.
Even if they answered and are asking for money for the thing that you can do by yourself, through the computer, this should ring alarm bell and warn you not to use them.
