I moved to USA as my family, wife & son got Green card from USA. Since my mother wanted to come to see her grand children, my brother sponsored both of them for USA permanent residency. I co sponsored them too.
Now they are in USA with me. My mother came to Canada in 19998 as a permanent resident but she lost her Canadian status as she went back in 1999.
My father is 82 and I recently applied for his OAS and he got some money about $4500.00
Now my question is If he lives in Canada, Can he get OAS monthly?? I would like to surrender his usa green card and make him Canadian resident again. What is the best solution to get OAS monthly.
Your Parents, especially your Father, need not surrender anything as Both the countries respect DUAL CITIZENSHIP. Moreover, they also take into account "the stays" that one obtains as credits while residing in the other country and add it to the total and if the stays there in the USA adds up to more than 10 years, can get the OAS remitted in USA and if there is no other income might receive it free of tax deductions.
Say, if at the time of Applying for OAS, he has 11 years in total, Canada and USA put together, then, he can get 11/40 th portion of the Maximum OAS permitted and it can be verified on their website too. Alternately, please contact any branch of Canadian High Commission in person with all of the papers and a filled application. There are a few BRANCHES scattered in the USA for you to visit and find out in person.
In Canada, he can get Health care after THREE months of waiting period. Your Father being a Canadian, your Mother can obtain a VISA to tag along without much ado. It is a great feature and can reapply for the PR and obtain the same after paying the requisite fees once again.

At that age of 82-83 years, he will need support from someone, preferably the family, trying to settle down. If he has your Mother to provide additional support, then, he might be able to manage himself and they both can fend for each other.
But they will need a place to stay and funds to manage by themselves. The OAS and the GIS will not be sufficient. What they will receive will be made known to them, once they enter and set up an establishment. The Social Assistance group will also enter into the picture and chip in with their help.
So, be ready to spend some time in Canada. Alternately, since Canada and USA has similat systems, try and see if you can do the same there for them through the Local support team there close by where you live. That will be the best as you and the family will be close by to cater to their needs.
