Are Indian undergraduates who graduate with BS degrees from Canadian Universities in a better position to get jobs than all the immigrants from India who lack Canadian qualification ?

Can you please answer my question..if an indian citizen in canada on study permit going to school can apply for Canadian PR and if yes where and when...
