I had problem with Rogers too..When I switched over to the plan at that time the CSR told me that i have free incoming and ougoing calls. And obviously I made unlimited calls during day time too and they billed me for 200 bucks. When I told them that your CSR gave me wrong information then they said that its not their fault and they cant do anythign about it. I kept calling them but none of them was willing to negotiate and then I blasted them off and told that I want to terminate the contract..So they said u have to pay 200 more. But i kept on fighting with them and ultimately they credited bak my account and apologized for whatever happened.
I am also an international student and i was aware of the bad credit hsitory stuff and all. But since I was not at fault I kept on yelling at them and forced them to agree on it. I think ur friend should also have fought back rather than leaving the matter unsolved.I am realizing here ,over the period of time, that these companies can become really shameless for petty things. And that we have to always raise our voice rather than escaping from the situation.

From my experience, if your friend settles / negotiates with Rogers at an amount less that what he owes, the balance money will be considered a \"charge off\" and show on the credit report and will remain on the credit report for the next 7 years. This will surely affect his financial needs once he becomes a PR.
Hence it is strongly recommended to face the situation, pay the money if it is rightfully due or establish the what is rightfully due, not run away or negotiate a settlement.

Every service provider has a department called Escalations......when your friend calls the Rogers call centre, ask to speak to Escalations or a supervisor. Explain what happened...tell them that you are willing to pay what you really do owe....however tell them that you need a reconciliation statement and detailed billing. Let them give you that. If you find any charges which are wrong, call them again and create a dispute, else pay the bill. If you ceate a dispute it takes them usually upto two weeks to research your bill, and get back to you.
If you dont pay, the account will go on a collection agency path, who are going to make your friend's life very miserable,,,,,,,chances are that he will pay them. They arent very polite people. US have strict laws about collection agency approaching people, however they arent as elaborate here in Canada. They will make sure that each of his friends, co workers if any, college knows of the outstanding bill- which makes it embarassing for any person.
If the payment is not received, in full (whether right or wrong), the collection agency will send derogatory information to your credit bureau file, which is cross indexed, and sits there for 7 years. Btw, the file being cross referenced means it also has your date of birth indexed with the last and first name. So your SIN may get changed, will you be changing the date of birth too, with the last name?
If the bill is wrong, then contest it now. If you friend is merely trying to avoid paying, and is wondering about the immigration, which may really not be affected by this, its only a matter of time he gets tempted to do something like this again. what then?
