Regarding the forum, i think it wont be a bad idea to start a forum category for those who wants to advertise, classifieds section will still be in use though either way.
Afterall, rules cannot be broken, but they can be amended for general public interest.

I don't see the point of having another advertising section. There are three ways you can advertise on CD
1. Submit a link and we'll put it up.
2. Put it in the relevant category in the classifieds
3. Paid advertising.
I'm not sure how it is in the interest of the public to have one more such section. Your suggestion is well taken, however I don't foresee this happening.
