I was reading some of the posts... car insurance in SK and manitoba are like 10 times cheaper than around Toronto. This seems like private companies are exploiting poor customer who have no choice but to buy insurance. Very disappointing... and there is huge difference as I move away from Toronto and GTA. I am wondering this is something govt should definitely keep a check on.

That changes the dynamics of the situation slightly.
It is not temporary any longer - you plan to make Canada permanent home.
Therefore, you must familiarize yourself with bigger cities and centers of commerce like Toronto because chances are that's where you will end up living.
Had it been strictly for a short period of time, you could go hide in Manitoba and have cheap cost of living, including auto insurance.

Towns just north and west of GTA could provide you a good balance.

Apart from driving record (from DMV/MTO) these blood suckers will ask for your previous/current insurance record and if they see claims, no matter how clean your driving history is they will still raise your rates. So even if you get rid of driving history for the purpose of insurance these vultures will find wasy to raise premiums.
not sure if this is a better alternative but surrender US licence and get a new licence in Canada. (G1, G2, G etc)

He would have to do that anyway.
He can't get Canadian plates without Canadian driving license.
And he'd have to have Canadian insurance as well (since US insurers won't insure a Canadian plated car).
Since he plans to become PR, he'd have to do this anyway.
It's all interconnected.
There is no escape :p

this is incorrect.

You have to have a US driving license to get US insurance. I did had US insurance on my Canadian license plate for 6/7 month in 2005.

Later I decided to change to US plate as my sticker expired and I was not able to get it from MOT by mail.
