I have US Drivers license 3 years old. There are 2 accidents and 3 moving voilations on my record. I am planing to surrender my US Driving license to get canadian drivers license.
If i surrender my US Drivers license, all the moving voilotions on US drivers license are transfer to canadian drivers license or not.

Rules may have changed now. But 6 years ago, when I moved from TX to Ottawa, I exchanged my TX driver license for ON without any tests. I was just asked me to get TX Dept. of Public Safety in Austin to fax my driver record directly to ON issuing office if I drove in TX for 5 or 3 years (don't remember exact length).
You should be able to find information thru Internet for both US State and Ontario (Well, at least that's how I found out). I think that time Ontario exchanged DL from three countries only (US, Japan and may be S. Korea).
Ontario and other provinces may have agreements with individual US states. Interestingly, when I moved to WA from ON, WA didn't accept my ON DL and I had to appear for written and driving test to get WA license.
Same with Insurance. You can use your good US car insurance history to get better rate for insurance in ON.

You have too many accidents and violations in 3 years. Your insurance rate most probably will be very high. You may want to consider starting fresh with ON DL without exchanging your IL DL.
The accident/moving violation may not show in ON driver record but if you exchange IL DL with ON DL, that exchange will show up on the record and it will be a flag to insurance company to request you for IL insurance record. Also, the date of original issuance of DL on ON Driver Record will be the original date when IL DL was first issued.
BTW, for a fee anyone with ON DL can request their driving record for last 3 or 5 years. That is how I found out the above information.
